- 2 things to know
- Unit A2 2
Overview
Human Development Index and what is it designed to do, three dimension indices combined into the overall Human Development Index and human Development Index do well as a measure of development.
What you need to know
Answer each one before you reveal it.
A country has a life expectancy index of 0.7692, an education index of 0.6278 and an income index of 0.6956. Calculate its Human Development Index.
Questions from this subtopic
Each one with the model answer underneath.
- 1
What is the Human Development Index and what is it designed to do?
Model answer
The Human Development Index is a composite measure of development that combines three dimensions, a long and healthy life, knowledge, and a decent standard of living, into a single figure between 0 and 1. It was designed to shift attention away from income alone by giving health and education equal standing with material resources, and to provide a simple headline number that could be compared across countries and tracked over time.
- 2
Which three dimensions does the Human Development Index cover, and what is used to measure each of them?
Model answer
The health dimension is measured by life expectancy at birth. The education dimension is measured by two indicators combined, the expected years of schooling of a child entering the system and the mean years of schooling already completed by adults. The standard of living dimension is measured by gross national income per head converted at purchasing power parity.
- 3
Why does the Human Development Index use gross national income per head at purchasing power parity rather than gross domestic product at market exchange rates?
Model answer
Gross national income is used because it measures the income actually accruing to residents, deducting profits sent abroad by foreign owners, which matters in countries with large foreign-owned sectors. Purchasing power parity conversion is used because it values income at what it will actually buy locally rather than at a market exchange rate driven by traded goods and capital flows. Together the two choices make the income component a better proxy for the material living standard residents experience.
- 4
Explain how a single dimension index is calculated within the Human Development Index.
Model answer
Each indicator is converted to a scale from 0 to 1 by subtracting a fixed minimum value, called a goalpost, and dividing by the range between the maximum and minimum goalposts. So the dimension index equals the actual value minus the minimum, all divided by the maximum minus the minimum. The goalposts are set at values representing the plausible extremes of human experience, which allows an indicator measured in years to be placed on the same scale as one measured in currency.
- 5
Using goalposts of 20 and 85 years, calculate the life expectancy index for a country with a life expectancy at birth of 70 years.
Model answer
The index is the actual value minus the minimum, divided by the range, which is 70 minus 20, all over 85 minus 20. That is 50 divided by 65, which equals 0.7692 to four decimal places.
- 6
A country has expected years of schooling of 13 and mean years of schooling of 8. Using maximum goalposts of 18 years and 15 years respectively and a minimum of zero for both, calculate the education index.
Model answer
The expected schooling index is 13 divided by 18, which is 0.7222. The mean schooling index is 8 divided by 15, which is 0.5333. The education index is the arithmetic mean of the two, that is 0.7222 plus 0.5333 divided by 2, which equals 0.6278 to four decimal places.
