Questions from this subtopic
Each one with the model answer underneath.
- 1
What is a manifesto?
Model answer
A manifesto is the document in which a party sets out the policies it undertakes to pursue if it wins the election.
- 2
State three purposes a manifesto serves.
Model answer
It tells voters what a party intends, it binds the party to a programme it can be judged against, and it gives a government the basis for claiming a mandate.
- 3
How does a manifesto support the doctrine of the mandate?
Model answer
A party that wins after publishing its programme can claim authority to enact that programme, because voters had the opportunity to judge it.
- 4
Which convention protects manifesto bills in the House of Lords?
Model answer
The Salisbury Convention, under which the Lords does not vote down at second reading a bill implementing a manifesto commitment.
- 5
Give two limits on treating a manifesto as an instruction from voters.
Model answer
Voters cannot endorse or reject individual items separately, and most have not read the document at all.
- 6
Why do parties in Wales publish separate manifestos for devolved elections?
Model answer
Devolved elections concern powers held by the Senedd and Welsh Government, so a UK manifesto covering reserved matters would not address what is at stake.
