Questions from this subtopic
Each one with the model answer underneath.
- 1
Define collective ministerial responsibility.
Model answer
It is the convention that all ministers must publicly support decisions of the government or leave office, and that Cabinet discussions remain confidential.
- 2
State the three elements of the convention.
Model answer
Ministers speak with one voice in public, Cabinet discussions are kept secret, and the government resigns or seeks an election if defeated on a matter of confidence.
- 3
Where is collective responsibility set out in writing?
Model answer
In the Ministerial Code, which is issued by the Prime Minister and states the standards expected of every member of the government.
- 4
Why does the convention require confidentiality?
Model answer
Ministers can only argue freely in private if they know their disagreement will not be reported, and unanimity in public would be impossible without it.
- 5
How does collective responsibility strengthen a Prime Minister?
Model answer
It silences ministerial criticism of policy, so opponents inside the government must either fall into line or give up office and influence.
- 6
What must a minister do who cannot support a government decision?
Model answer
They must resign from the government before speaking against it, and then argue their case from the backbenches.
