How a Bill Passes Congress
- 3 things to know
- Paper 2
Overview
Recall questions on the stages within a chamber, where most bills die, how the House can force one out of committee and the role of conference.
What you need to know
Answer each one before you reveal it.
Where do most bills die, and why?
What are the four types of congressional committee?
Questions from this subtopic
Each one with the model answer underneath.
- 1
Outline the main stages a bill passes through in one chamber.
Model answer
It is introduced, referred to committee for hearings and mark-up, timetabled for the floor, debated and amended, then voted on.
- 2
Where do most bills die, and why?
Model answer
Most die in committee, because chairs are under no obligation to schedule hearings and the volume of bills far exceeds available floor time.
- 3
How can the House force a bill out of an unwilling committee?
Model answer
By a discharge petition, which requires the signatures of 218 members.
- 4
What is a conference committee for?
Model answer
It reconciles differing House and Senate versions of the same bill so that a single identical text can be passed by both chambers.
- 5
State the three things a president can do with a bill presented to them.
Model answer
Sign it into law, veto it and return it to Congress, or leave it unsigned, in which case it becomes law after ten working days while Congress remains in session.
- 6
What is a pocket veto?
Model answer
It occurs when the president leaves a bill unsigned and Congress adjourns within the ten-day window, so the bill dies and Congress has no opportunity to override.
