Questions from this subtopic
Each one with the model answer underneath.
- 1
How do the committee systems differ in legislative power?
Model answer
US standing committees are permanent and specialised and can rewrite or kill a bill, while UK public bill committees are temporary and controlled by the governing party's majority.
- 2
How do the scrutiny powers of UK select committees compare with those of congressional committees?
Model answer
Select committees shadow departments and publish reports the government need not accept, whereas congressional committees can subpoena witnesses and documents and control the money departments receive.
- 3
How does control of public money differ between the two legislatures?
Model answer
Congress writes and rewrites the budget and can refuse funding altogether, even shutting down the government, while the Commons in practice approves the spending plans ministers put before it.
- 4
Who initiates legislation in each system?
Model answer
Most UK bills are government bills drafted and timetabled by ministers, while every US bill must be introduced by a member of Congress even when the president has requested it.
- 5
How does the position of the executive inside the legislature differ?
Model answer
UK ministers sit, speak and vote in Parliament and answer questions there, while the president and cabinet secretaries are barred from membership of Congress altogether.
- 6
Which is the stronger legislature in relation to its executive, and why?
Model answer
Congress is stronger because it is independent of the executive and can amend, block or ignore the president's programme, while Parliament is normally controlled by the very government it exists to check.
