Tam Dalyell, then MP for West Lothian.

Model answer
It was rejected overwhelmingly in a 2004 referendum, which ended plans for elected English regional assemblies.

What form does English devolution take instead?
Model answer
Powers are devolved to combined authorities and combined county authorities covering city regions, most led by a directly elected mayor. Arrangements were originally negotiated deal by deal with central government, and the English Devolution and Community Empowerment Act 2026 has begun replacing that with a statutory tiered framework of strategic authorities.
