The European Commission, the Council of the European Union, the European Council, the European Parliament and the Court of Justice of the European Union.
- 2
What is the role of the European Commission?
Model answer
It acts as the EU's executive, proposing legislation, managing the budget and common policies and enforcing the treaties, and it is composed of one Commissioner per member state under an approved President.
- 3
Why is the Commission described as supranational rather than intergovernmental?
Model answer
Commissioners are required to act in the interest of the Union as a whole rather than represent their own governments, so its authority stands above the member states.
- 4
What does the Council of the European Union do?
Model answer
It brings together the relevant national ministers from each member state and acts as a co-legislator with the European Parliament, amending and adopting EU law.

Most Council decisions require the support of a large majority of member states representing a large majority of the EU's population, so no single state can veto them.
