Why were the public works so ineffective?
Why is the soup kitchen scheme regarded as the most successful measure?
Questions from this subtopic
Each one with the model answer underneath.
- 1
What did Peel do when news of the blight reached him in 1845?
Model answer
Peel appointed a Relief Commission, encouraged local relief committees whose subscriptions the Treasury would match, and secretly bought £100,000 worth of Indian corn from America.
- 2
How was the Indian corn used?
Model answer
The maize was held in government depots and released to local committees at low prices from the spring of 1846, in order to hold down the cost of food generally rather than to feed people directly.
- 3
What employment did Peel's government provide?
Model answer
Public works were organised through the Board of Works, half the cost falling on the Treasury and half on local rates, so that labourers could earn the money to buy food.
- 4
How is Peel's handling of the first year usually assessed?
Model answer
Peel acted quickly and mortality in 1845–46 was comparatively low, so his measures are generally judged the most effective of the whole Famine, though the depots were too few and the works too slow.
- 5
How did the repeal of the Corn Laws relate to the Famine?
Model answer
Peel used the Irish crisis to carry the repeal of the Corn Laws in June 1846, which split his party and ended his ministry, though cheap foreign grain was of little immediate use to people with no money at all.
- 6
What principles guided Russell's government?
Model answer
Russell's Whigs held that the state should not interfere with private trade, and that Irish property must be made to pay for Irish poverty, so relief was to be organised and increasingly funded within Ireland.
