Who dominated the peace conference of 1919?
Model answer
Decisions were taken by Wilson for the United States, Clemenceau for France and Lloyd George for Britain, with Orlando of Italy on the margins, while Germany and Soviet Russia were not represented at all.
- 2
Compare the aims of the three leading peacemakers.
Model answer
Wilson wanted self-determination and a League of Nations, Clemenceau wanted security against a future German attack and full payment for the damage, and Lloyd George wanted Germany punished but left able to trade and to resist Bolshevism.
- 3
State the main territorial terms imposed on Germany.
Model answer
Germany returned Alsace-Lorraine to France, gave West Prussia and Posen to Poland, lost Eupen-Malmédy, North Schleswig and Memel, saw Danzig made a free city and the Saar placed under League administration, and surrendered all its colonies as mandates.
- 4
State the military terms imposed on Germany.
Model answer
The army was limited to 100,000 men without conscription, tanks, aircraft or submarines, the navy was reduced to a token force, and the Rhineland was demilitarised and occupied by Allied troops.
- 5
Why was Article 231 so significant?
Model answer
The clause assigning responsibility for the war to Germany and its allies provided the legal basis for reparations and became the focus of German resentment, since it appeared to convict a whole nation.
- 6
What was decided about reparations?
Model answer
The treaty established the principle of payment but left the sum to a commission, which fixed it in 1921 at 132 thousand million gold marks.
