Questions from this subtopic

Each one with the model answer underneath.

  1. 1

    Define privatisation.

    Model answer

Privatisation is the transfer of assets or activities from the public sector to the private sector. Ownership, operation or both may move.

  2. 2

Give four forms privatisation can take besides selling shares in a state company.

    Model answer

A contracted-out service is delivered by a private firm but still funded by the state. Competitive tendering opens that work to rival bidders. A franchise grants a firm the right to run a service for a fixed period. Deregulation removes the legal monopoly and admits new suppliers.

  3. 3

    What is a public-private partnership?

    Model answer

A public-private partnership is a long-term contract in which a private consortium builds and operates an asset for the state. The state pays a fee over the life of the contract.

  4. 4

    Explain the Private Finance Initiative.

    Model answer

The Private Finance Initiative funded hospitals and schools through private borrowing rather than public borrowing. The state then paid an annual charge for use of the building. The scheme began in the United Kingdom in 1992.

  5. 5

How does the sale of council houses count as privatisation?

    Model answer

The Right to Buy transferred publicly owned housing into private ownership at a discount. The policy began in 1980.

  6. 6

Name three United Kingdom industries privatised during the 1980s.

    Model answer

British Telecom was sold in 1984. British Gas followed in 1986. Water and sewerage in England and Wales were privatised in 1989.
