Each one with the model answer underneath.
- 1
What is regulation as a policy tool?
Model answer
Regulation is a rule enforced by law that controls how a good is produced, sold or consumed. Non-compliance is punished by fine or prosecution.
- 2
Give three examples of regulation used to correct market failure.
Model answer
Emission limits cap the pollution a plant may release. Minimum ages restrict the sale of alcohol and tobacco. Compulsory vehicle testing enforces safety standards.
- 3
What is meant by command and control regulation?
Model answer
Command and control regulation sets a standard and requires every firm to meet it. Regulators do not let firms trade the obligation between themselves.
- 4
Give one advantage of regulation over taxation.
Model answer
Regulation can ban a harmful practice outright where no level of it is acceptable. The effect is immediate and does not depend on estimating a price.
- 5
Give two disadvantages of regulation.
Model answer
Regulation applies one rule to firms with very different abatement costs, so total compliance cost is high. Inspection and enforcement also absorb public resources.
- 6
Why is a total ban rarely the efficient answer to a negative externality?
Model answer
A ban removes the benefit the good brings as well as the harm. The efficient policy cuts output to the social optimum rather than to zero.
