  1. 1

What is meant by the effectiveness of an executive?

    Model answer

Effectiveness is the capacity of a government to decide, to deliver what it decides and to sustain the support it needs while doing so. Power and accountability are different questions, and a powerful executive is not automatically an effective one.

  2. 2

What is meant by the phrase elective dictatorship?

    Model answer

Elective dictatorship is the argument, put by Lord Hailsham in 1976, that a United Kingdom government with a Commons majority faces so few checks between elections that it can do almost anything it wishes. The phrase is used to criticise the concentration of power in the executive.

  3. 3

How would a defender of the United Kingdom system answer that charge?

    Model answer

Defenders reply that a government which can act decisively can also be removed cleanly at the next election, and that concentrated power with clear responsibility is more accountable than power dispersed among coalition partners nobody voted for as a bloc.

  4. 4

Which executive can act more quickly, and why?

    Model answer

A United Kingdom government with a majority can act more quickly, because it needs no coalition agreement, faces no referendum requirement and can change constitutional rules by ordinary legislation. An Irish Government must clear decisions with partners and may need a popular vote.

  5. 5

Give evidence that the Irish executive can nonetheless take very difficult decisions.

    Model answer

Irish coalitions implemented severe budget consolidation under the assistance programme agreed with the European Union, the European Central Bank and the International Monetary Fund from 2010 to 2013, and completed the programme in office. Irish governments have also run full terms far more often than the instability of coalition would suggest.

  6. 6

Which executive is more accountable to its legislature?

    Model answer

The Irish executive is formally more accountable, because the Dáil votes on the Taoiseach and the Cabinet and the Constitution states the Government's responsibility to it. Westminster's machinery of scrutiny is stronger in practice, with better-resourced committees and elected chairs.
