Questions from this subtopic

Each one with the model answer underneath.

  1. 1

What is meant by executive dominance of the Dáil?

    Model answer

Executive dominance means that the Government, which is formed from the majority in the Dáil, controls what the Dáil debates, how long it debates it and how its own members vote. Critics argue that this makes the Dáil a rubber stamp rather than a check.

  2. 2

How does the party whip constrain a TD?

    Model answer

The whip instructs party members how to vote, and a TD who defies it on a significant vote is normally expelled from the parliamentary party. Loss of the whip ends any prospect of ministerial office and can cost a candidate the party nomination.

  3. 3

What is the Business Committee, and why was it created?

    Model answer

The Business Committee, created in the 2016 reforms, sets the Dáil's weekly agenda with opposition as well as Government representation. Before it existed the Government alone decided the order of business.

  4. 4

    What is a guillotine motion?

    Model answer

A guillotine motion cuts off debate on a bill at a fixed time, so that remaining sections are voted through without discussion. Governments have used guillotines heavily to force legislation through before a recess.

  5. 5

What is a money message, and why does it matter to opposition legislation?

    Model answer

A money message is the Government's signed authorisation, required before the Dáil can pass any measure appropriating public revenue. Governments have used the requirement to block Private Members' Bills indefinitely by simply not granting it.

  6. 6

How did minority government between 2016 and 2020 change the Dáil's legislative output?

    Model answer

Far more Private Members' Bills passed second stage during the minority government, because the Government could not command a majority against them. Many still stalled for want of a money message, so second-stage success did not translate into law.
