Questions from this subtopic
Each one with the model answer underneath.
- 1
What is the single transferable vote?
Model answer
The single transferable vote is a proportional system in which voters rank candidates in order of preference in constituencies that return several members. Votes surplus to a winner's needs, and votes for eliminated candidates, transfer to later preferences.
- 2
Does the Constitution require any particular voting system for the Dáil?
Model answer
The Constitution requires that members of Dáil Éireann be elected on the system of proportional representation by means of the single transferable vote.
- 3
How does a voter mark a ballot paper under the single transferable vote?
Model answer
A voter writes 1 beside the most preferred candidate, and may then write 2, 3 and so on beside as many other candidates as wished. Marking only a first preference is valid.
- 4
State the formula used to calculate the quota at a Dáil count.
Model answer
The quota is the total valid poll divided by one more than the number of seats, with one added to the result and any fraction ignored.
- 5
A four-seat constituency records 40,000 valid votes. Calculate the quota.
Model answer
The quota is 8,001 votes, found by dividing 40,000 by five and adding one.
- 6
Why is the quota set at just over a fraction of the vote rather than at an outright majority?
Model answer
The quota is the smallest number of votes that only as many candidates as there are seats can reach, so it fills every seat while making it arithmetically impossible for an extra candidate to qualify.
