- A2 Unit 1
Overview

What you need to know
Answer each one before you reveal it.
How did minority government between 2016 and 2020 change the relationship between the Government and the Dáil?
Why is the Irish system described as a fusion rather than a separation of the executive and legislature?
Questions from this subtopic
Each one with the model answer underneath.
- 1
On what basis does the Government hold office?
Model answer
The Government is responsible to Dáil Éireann and holds office only for as long as it retains the support of a majority there.
- 2
What must a Taoiseach do on losing the support of a majority in the Dáil?
Model answer
A Taoiseach who has ceased to retain the support of a majority in Dáil Éireann must resign, unless the President grants a dissolution on that Taoiseach's advice and the new Dáil provides support.
- 3
Why is the Irish system described as a fusion rather than a separation of the executive and legislature?
Model answer
Ministers are drawn from the Oireachtas and continue to sit and vote there, so the same people control both branches. A presidential system by contrast elects the executive separately and bars it from the legislature.
- 4
How does the Government dominate the Dáil's agenda?
Model answer
The Government proposes the legislative programme, holds the majority that carries business through the Business Committee, and can move to curtail debate. Opposition and backbench time is a small share of the sitting week.
- 5
What is a money message and what does it allow the Government to do?
Model answer
A money message is the Government authorisation required before the Dáil may pass a measure appropriating public revenue. Withholding it lets the Government stop an opposition bill without ever voting it down.
- 6
How does the whip system support executive control?
Model answer
The whip directs how party members vote, and a TD who defies it is normally expelled from the parliamentary party and loses any hope of office. Government backbenchers therefore vote for measures they may have criticised in private.
