Questions from this subtopic
Each one with the model answer underneath.
- 1
Why is the size of the government's Commons majority the most important limit on a Prime Minister?
Model answer
The number of rebels needed to defeat the government falls as the majority falls, so a Prime Minister with a small majority must negotiate with backbenchers over almost every bill.
- 2
How can the governing party remove a Prime Minister?
Model answer
Each party has its own procedure for challenging a leader, and because the premiership follows from the leadership a Prime Minister who loses a leadership contest leaves office. Margaret Thatcher resigned in 1990 after failing to win her party's leadership ballot outright.
- 3
How can Cabinet colleagues bring down a Prime Minister?
Model answer
A government cannot function if ministers refuse to serve, so a wave of resignations can end a premiership. Around sixty ministers, aides and envoys resigned in July 2022 and the Prime Minister announced his resignation within days.
- 4
How does a senior minister's resignation speech damage a Prime Minister?
Model answer
A resigning minister speaks from the backbenches with the authority of someone who was in the room, and Geoffrey Howe's resignation speech in November 1990 is the standard example of one that triggered a leadership challenge.
- 5
In what way does Parliament limit the Prime Minister?
Model answer
A Prime Minister needs Parliament to pass legislation and supply money and must retain the confidence of the Commons, so a House willing to defeat the government can force policy changes or end the administration.
- 6
What convention limits the Prime Minister's power to commit troops?
Model answer
Since the Commons vote on Iraq in 2003 a convention has developed that the House is consulted before the armed forces are committed to combat where there is time to do so, and in 2013 a government abandoned proposed action in Syria after losing such a vote.
