Define elite rule.

Elite rule is the exercise of decisive political power by a small, cohesive minority whose members share a background, outlook and set of interests. The wider population under elite rule may vote but does not decide.
- 2
What did C Wright Mills argue in The Power Elite?
Model answer
Mills argued that power in the United States was concentrated in an interlocking group drawn from the largest corporations, the military establishment and the executive branch. The three domains had converged so that decisions of national consequence were taken by a single circle.
- 3
According to Mills, what role does the legislature play?
Model answer
Mills placed Congress at the middle levels of power, dealing with secondary issues and balancing interests, while the decisive questions of war, the economy and foreign policy were settled above it. The public formed a passive mass below both levels.
- 4
How did Mills explain the cohesion of the power elite?
Model answer
Mills pointed to shared social origins, similar schooling, intermarriage and the movement of individuals between corporate, military and government posts. Cohesion on his account arises from a common outlook rather than from conspiracy.
- 5
What did Floyd Hunter find in his study of Atlanta?
Model answer
Hunter found that a small group drawn largely from business dominated the city's decisions and that formal officeholders carried out policies made elsewhere. Hunter's reputational method identified a stable and identifiable local elite.

What is G William Domhoff's argument about who rules America?
Model answer
Domhoff argued that a corporate community linked to a social upper class shapes policy through ownership, foundations, think tanks, the policy-planning network and campaign finance. Domhoff sought to trace the concrete mechanisms by which class advantage becomes political outcomes.
