Questions from this subtopic
Each one with the model answer underneath.
- 1
What is meant by a fusion of powers in the Irish system?
Model answer
The Government is drawn from the Oireachtas and remains answerable to it, so the executive and legislative branches overlap in membership rather than being separately elected. Ministers sit and vote in the House that is supposed to hold them to account.
- 2
How is a Taoiseach chosen?
Model answer
Dáil Éireann nominates the Taoiseach, and the President then appoints the person nominated. The office therefore depends on assembling a Dáil majority after an election rather than on winning a separate national contest.
- 3
How are the other members of the Government appointed?
Model answer
The President appoints ministers on the nomination of the Taoiseach, with the previous approval of Dáil Éireann. The Dáil therefore votes on the Cabinet as well as on its head.
- 4
State the constitutional rule on the Government's responsibility.
Model answer
The Government is responsible to Dáil Éireann, which is the constitutional basis for questions, committee appearances and confidence motions.
- 5
What is collective responsibility, and where does it come from?
Model answer
Collective responsibility is the rule that the Government meets and acts as a collective authority and is collectively responsible for the departments of state. Unlike in the United Kingdom, the principle is written into the Constitution rather than resting on convention.
- 6
How does Dáil Éireann bring down a Government?
Model answer
Dáil Éireann brings down a Government by carrying a motion of no confidence or by defeating the Government on a motion of confidence, and a defeat on the budget is treated the same way. The Taoiseach must then resign or seek a dissolution from the President.
