Questions from this subtopic
Each one with the model answer underneath.
- 1
What is meant by executive dominance of the legislature?
Model answer
Executive dominance is the argument that the government controls Parliament rather than being controlled by it, because the fusion of powers places ministers inside the legislature at the head of its largest party.
- 2
How does a parliamentary majority give the Executive control of legislation?
Model answer
A government with a disciplined majority can carry every division, so the outcome of a vote on its own bills is known before the debate begins.
- 3
How does the payroll vote assist the Executive?
Model answer
Ministers and parliamentary private secretaries are bound to vote with the government or resign, which delivers a large guaranteed bloc of votes before any backbencher is persuaded.
- 4
Explain how the whips secure the government's business.
Model answer
The whips instruct members how to vote, monitor attendance and dissent, and use the government's control of promotion and committee places to make rebellion costly.
- 5
How does control of the parliamentary timetable strengthen the Executive?
Model answer
Government business has precedence at most sittings, so ministers choose which bills are debated and for how long, and can use a programme motion to end debate on a stage while clauses remain unconsidered.
- 6
How does the growth of delegated legislation extend executive power?
Model answer
Delegated legislation lets ministers make binding rules under powers granted by an Act, and Parliament can usually only approve or annul an instrument rather than amend it.
