Questions from this subtopic
Each one with the model answer underneath.
- 1
When and where was the St Andrews Agreement reached?
Model answer
The St Andrews Agreement was reached in October 2006 at talks held in St Andrews in Scotland.
- 2
How did St Andrews change the way the First Minister and deputy First Minister are chosen?
Model answer
Under the Good Friday Agreement the two were elected jointly by the Assembly on a cross-community vote, whereas since the St Andrews changes were enacted in 2006 the First Minister is nominated by the largest party and the deputy First Minister by the largest party of the largest designation to which the First Minister's party does not belong.
- 3
Why does the change made at St Andrews raise the stakes at every Assembly election?
Model answer
Because the office of First Minister goes to the largest party, each election is fought partly as a contest over which party, and so which tradition, supplies the First Minister, which parties on both sides use to urge voters to back the largest party in their own tradition.
- 4
What commitment on policing did St Andrews secure from republicans?
Model answer
Sinn Féin agreed to support the Police Service of Northern Ireland, the courts and the rule of law, endorsing policing at a special party conference in January 2007.
- 5
What did St Andrews do to the Ministerial Code?
Model answer
The St Andrews Agreement placed the Ministerial Code on a statutory footing and required significant or controversial matters, and those cutting across departments, to be brought to the Executive.
- 6
What safeguard for parties within the Executive was introduced after St Andrews?
Model answer
Any three ministers may require a matter to be brought before the Executive and voted on with cross-community support, which gives a party holding three ministries an effective veto in the Executive.
