USA Option: The Executive Branch
Power, responsibility and accountability in the American executive
- 3 things to know
- A2 Unit 1
Overview
Imperial presidency, counter-thesis of the imperilled presidency and transparency, as it applies to the American executive.
What you need to know
Answer each one before you reveal it.
What is transparency, as it applies to the American executive?
How does the presidential system make responsibility clearer than a parliamentary one?
Questions from this subtopic
Each one with the model answer underneath.
- 1
To whom is the President accountable?
Model answer
The President is accountable to the electorate at a fixed four-year interval and at most once more, to Congress through oversight, appropriations and impeachment, and to the courts for the legality of executive action.
- 2
Why is the President's electoral accountability weaker in a second term?
Model answer
A President barred from seeking re-election never again faces the voters, so the strongest single mechanism of accountability no longer applies to their conduct in office.
- 3
How does individual ministerial responsibility differ from the American position?
Model answer
American department heads are not members of the legislature and answer personally to the President who appointed them and to congressional committees, rather than being accountable to a chamber of which they are members.
- 4
Why is there no collective responsibility in the American executive?
Model answer
Executive power is vested in the President personally rather than in a council, so there is no collective decision for colleagues to be bound by and no convention of resigning rather than dissenting.
- 5
What is meant by the imperial presidency?
Model answer
The imperial presidency is the thesis, associated with the historian Arthur Schlesinger in 1973, that the office has accumulated powers in war-making, secrecy and unilateral action that escape the constitutional checks the founders intended.
- 6
What is the counter-thesis of the imperilled presidency?
Model answer
The counter-thesis, argued by Gerald Ford among others, is that the President is expected to solve every national problem while holding too few powers to do so, and is obstructed by Congress, the courts and the bureaucracy at every turn.
