Questions from this subtopic

Each one with the model answer underneath.

  1. 1

Assess the overall effectiveness of the Senate.

    Model answer

The Senate is generally judged the most powerful of the four chambers, because it is elected, is a full legislative equal, confirms appointments and consents to treaties, but its equal representation of unequal states and its sixty-vote threshold make it both unrepresentative and obstructive.

  2. 2

Assess the overall effectiveness of the House of Representatives.

    Model answer

The House of Representatives is closely accountable through two-year terms and equal-population districts and controls revenue bills, but gerrymandered safe seats, permanent campaigning and rigid majority control of the floor weaken its independence and its representative claim.

  3. 3

Assess the overall effectiveness of the House of Commons.

    Model answer

The House of Commons is the only one of the four chambers that can remove the head of the executive by simple majority and questions ministers directly and continuously, but executive control of its timetable and party discipline mean it rarely defeats a government with a secure majority.

  4. 4

Assess the overall effectiveness of the House of Lords.

    Model answer

The House of Lords carries out detailed revision and produces authoritative committee reports drawing on genuine expertise, but its lack of an electoral mandate limits how far it can press its case and the Parliament Acts allow the Commons to override it.

  5. 5

Rank the four chambers for representation and justify the order.

    Model answer

The House of Representatives ranks first on representation for its equal-population districts and short terms, followed by the House of Commons, then the Senate whose states are grossly unequal in population, and last the House of Lords, which is not elected at all.

  6. 6

Rank the four chambers for legislative power and justify the order.

    Model answer

The Senate and the House of Representatives share the top place as legislative equals able to defeat any bill, followed by the House of Commons, which passes most of what the government asks, and last the House of Lords, whose objections can be overridden.
