What is decided at second reading?
Describe what happens at the committee stage of a Commons bill.
Questions from this subtopic
Each one with the model answer underneath.
- 1
What happens at the first reading of a bill?
Model answer
At first reading the short title of the bill is read out formally and the bill is ordered to be printed. No debate and no vote take place.
- 2
What is decided at second reading?
Model answer
Second reading is the first full debate on the principle of a bill, and a government defeat at this stage kills the bill outright.
- 3
Describe what happens at the committee stage of a Commons bill.
Model answer
A public bill committee examines the bill clause by clause and votes on amendments. Membership of the committee is drawn in proportion to party strength in the House, so a government with a majority controls it.
- 4
What is the purpose of the report stage?
Model answer
At report stage the whole House considers the bill as amended in committee and may make further amendments, which gives members who were not on the committee their only chance to change the text.
- 5
How does third reading in the Commons differ from report stage?
Model answer
Third reading is a final debate on the bill as it stands and no amendments may be made to it in the Commons.
- 6
What is meant by parliamentary ping pong?
Model answer
Ping pong is the exchange of a bill between the two Houses at the end of its passage, as each considers the other's amendments until agreement is reached or the Commons insists on its version.
