Questions from this subtopic

Each one with the model answer underneath.

  1. 1

    What is the Cabinet?

    Model answer

The Cabinet is the committee of the most senior ministers, chaired by the Prime Minister, that is formally the supreme decision-making body of the government.

  2. 2

Roughly how many ministers sit in Cabinet, and who are they?

    Model answer

Around twenty to twenty-three ministers sit in Cabinet, mostly Secretaries of State heading departments, together with a small number of other senior figures such as the Chief Whip who attend.

  3. 3

How often does the Cabinet meet and how long does a meeting last?

    Model answer

The Cabinet normally meets once a week while Parliament is sitting, and a meeting typically lasts well under two hours.

  4. 4

Give three functions of the Cabinet.

    Model answer

The Cabinet formally approves the government's major decisions, resolves disputes between departments, and coordinates the presentation of policy so that ministers speak with one voice.

  5. 5

Why is it said that Cabinet registers decisions rather than making them?

    Model answer

Most decisions are settled in departments, in cabinet committees or in bilateral meetings with the Prime Minister before Cabinet meets, so the full meeting often does no more than record an agreement already reached.

  6. 6

How are decisions reached in Cabinet?

    Model answer

Cabinet does not normally vote. The Prime Minister sums up what is taken to be the sense of the meeting, and that summing-up is recorded in the minutes as the decision.
