Questions from this subtopic

Each one with the model answer underneath.

  1. 1

How many senators sit in Seanad Éireann, and how are they divided?

    Model answer

Seanad Éireann has 60 members: 43 elected from five vocational panels, six elected by university graduates and eleven nominated by the Taoiseach.

  2. 2

Name the five vocational panels of the Seanad.

    Model answer

The five panels are Cultural and Educational, Agricultural, Labour, Industrial and Commercial, and Administrative.

  3. 3

Who votes in the Seanad panel elections?

    Model answer

The electorate is about 1,200 people: the members of the incoming Dáil, the members of the outgoing Seanad and the members of every city and county council.

  4. 4

Why is the panel system criticised as failing its vocational purpose?

    Model answer

The panels were designed to bring occupational expertise into the legislature, but the electorate is almost entirely made up of politicians. Panel seats therefore tend to reward party service and local political networks rather than professional standing.

  5. 5

Which graduates elect the six university senators?

    Model answer

Until the 2025 Seanad election, three university senators were elected by graduates of the National University of Ireland and three by graduates of the University of Dublin, Trinity College. The 2024 Act replaces these with a single six-seat higher education constituency open to graduates of other institutions.

  6. 6

What did the Seventh Amendment of 1979 permit, and what followed?

    Model answer

The Seventh Amendment allowed the Oireachtas to extend the university franchise to graduates of other higher education institutions. No government legislated for the change for over forty years, until the 2024 Act that followed the Heneghan judgment.
