Questions from this subtopic
Each one with the model answer underneath.
- 1
Give the strongest case that Congress legislates effectively.
Model answer
Congress is a genuinely independent legislature that writes and rewrites bills rather than rubber-stamping them, and its committee stage subjects proposals to expert examination and public evidence that few legislatures match.
- 2
Give the strongest case that Congress legislates ineffectively.
Model answer
Only a small fraction of bills introduced become law, the Senate's supermajority requirement lets a minority block measures a majority supports, and much major legislation is now bundled into vast omnibus bills passed under time pressure.
- 3
What is an omnibus bill, and why is one criticised?
Model answer
An omnibus bill packages many unrelated measures into a single enormous text, and critics argue that members must vote on it without time to read it and that unpopular provisions are carried through inside it.
- 4
Assess the Senate's effectiveness in scrutiny compared with the House.
Model answer
The Senate's smaller size, longer terms and confirmation and treaty powers give it greater independence and a stronger record of scrutiny, while the House's advantage lies in its closeness to the electorate and its control of revenue bills.
- 5
How effectively does Congress hold the executive to account?
Model answer
Congress holds substantial tools in the power of the purse, subpoenas and hearings, but their use depends heavily on party control, because members of the President's party have little incentive to pursue an aggressive investigation.
- 6
How does divided government affect the effectiveness of Congress?
Model answer
Divided government sharpens oversight, because the opposition controls committees and investigations, but it usually reduces legislative output because neither side gains from allowing the other a success.
