  1. 1

What is the United States Cabinet?

    Model answer

The Cabinet is the body of the heads of the executive departments, together with other senior officials the President chooses to include, which advises the President collectively when summoned.

  2. 2

How many executive departments are there, and name four?

    Model answer

There are fifteen executive departments, among them State, the Treasury, Defense and Justice.

  3. 3

    How are Cabinet members appointed?

    Model answer

Cabinet members are nominated by the President and take office only after confirmation by a simple majority of the Senate.

  4. 4

Why can a Cabinet secretary not also sit in Congress?

    Model answer

The incompatibility clause in Article I forbids anyone holding federal office from being a member of either chamber, which enforces the separation of personnel between the branches.

  5. 5

Where does the Cabinet come from in the constitutional text?

    Model answer

The Constitution never uses the word Cabinet and refers only to the President's right to require the written opinion of the principal officer of each executive department, so the Cabinet is a matter of practice rather than law.

  6. 6

Does the American Cabinet operate collective responsibility?

    Model answer

The American Cabinet has no collective responsibility, because executive power belongs to the President alone and secretaries answer individually to the President and to Congress rather than as a body.
