Party discipline and the operation of the two legislatures
- 3 things to know
- A2 Unit 1
Overview
Why discipline is stronger at Westminster, the sanctions available to each whip, candidate selection, control of the timetable, the payroll vote, devices for forcing a decision, rebellion and cross-party voting, committee places, and where an individual member has more influence.
What you need to know
Answer each one before you reveal it.
How does candidate selection differ, and why does the difference matter?
What sanctions does a British whip hold?
Questions from this subtopic
Each one with the model answer underneath.
- 1
Why is party discipline so much stronger in the House of Commons than in Congress?
Model answer
A British party controls candidate selection and a member's prospects of office, and a government defeat can threaten the government itself, whereas American candidates are selected by primary voters and a President's defeat does not end the administration.
- 2
What sanctions does a British whip hold?
Model answer
A whip can deny a rebel promotion, remove them from committees, withdraw the party whip and ultimately influence whether they are reselected as a candidate.
- 3
What sanctions does a congressional whip hold?
Model answer
A congressional whip can offer or withhold favourable committee assignments, leadership support and help with legislation for the member's district, but cannot deprive a member of the party label or the seat.
- 4
How does candidate selection differ, and why does the difference matter?
Model answer
British candidates are selected by local party organisations under national party rules, while American candidates are chosen by ordinary voters in primaries, so an American legislator's route to re-election runs around the party leadership rather than through it.
- 5
Compare control of the legislative timetable in the two systems.
Model answer
The British government controls the great majority of time on the floor of the Commons under standing orders, whereas in the House of Representatives the majority party controls the floor through the Rules Committee and in the Senate business normally proceeds only by unanimous consent.
- 6
What is the payroll vote, and why has it no American equivalent?
Model answer
The payroll vote is the bloc of ministers and their parliamentary aides who are obliged by collective responsibility to support the government in every division, and no equivalent exists in Congress because members of the executive cannot sit there.
