Questions from this subtopic
Each one with the model answer underneath.
- 1
What is meant by the representative function of a legislature?
Model answer
The representative function means acting on behalf of the electorate, reflecting the composition of society, articulating constituents' interests and providing a forum in which competing views are heard.
- 2
How does the electoral system help the Assembly to be representative?
Model answer
The single transferable vote in five-member constituencies gives seats to parties in close proportion to their vote, so both traditions, smaller parties and independents are all present in the chamber.
- 3
Give one measure of how women's representation in the Assembly has changed since 1998.
Model answer
Fourteen of the 108 members elected in 1998 were women, whereas after the 2022 election women made up roughly a third of the 90 members.
- 4
How does the constituency casework of MLAs contribute to representation?
Model answer
MLAs run constituency offices and take up individual cases on housing, benefits, health waiting lists and planning, which for many voters is the most visible thing the Assembly does.
- 5
What reform ended the practice of holding an Assembly seat and a Westminster seat at once?
Model answer
Legislation in 2014 ended the double mandate, so that from the 2016 election a member of the Assembly could no longer also sit as a member of the House of Commons.
- 6
Why is it argued that the Assembly represents the two communities better than it represents opinion within them?
Model answer
Because designation and cross-community voting organise the chamber around two blocs, critics argue that the institutions capture the communal division well but handle disagreements that cut across it, such as economic policy, far less well.
