- 3 things to know
- A2 Unit 1
Overview

What you need to know

How does coalition constrain the Taoiseach?
Why does collective responsibility create difficulty in coalition?
Questions from this subtopic
Each one with the model answer underneath.
- 1
Why is coalition the normal form of government in Ireland?
Model answer
Proportional representation by the single transferable vote makes an overall majority for one party very unlikely. No party has won an overall Dáil majority since 1977, so governments are assembled from two or more parties or supported by independents.
- 2
How is a coalition formed after a general election?
Model answer
Party leaders negotiate a programme for Government setting out agreed policy, agree the division of Cabinet portfolios, put the agreement to their members or delegates for approval, and then combine their votes in the Dáil to nominate a Taoiseach.
- 3
What was significant about the Fianna Fáil and Progressive Democrat coalition of 1989?
Model answer
Fianna Fáil had always refused to share power, and the 1989 agreement ended that position. Coalition then became available to every party in the system.
- 4
What was significant about the coalition formed in 2020?
Model answer
Fianna Fáil and Fine Gael, the two parties that emerged from opposite sides of the Civil War, entered government together for the first time, with the Green Party as the third partner. Their combined losses to Sinn Féin left no other arithmetic available.
- 5
What is a rotating Taoiseach?
Model answer
A rotating Taoiseach is an arrangement in which the leaders of two coalition parties each serve as Taoiseach for part of the Government's term. The 2020 programme provided for a handover in December 2022, and the Taoiseach and Tánaiste exchanged offices on that date.
- 6
What is a confidence and supply agreement?
Model answer
A confidence and supply agreement is a deal in which a party outside government agrees to support or abstain on confidence motions and budgets, without taking office. Fianna Fáil sustained a Fine Gael minority government on these terms from 2016 to 2020.
