Each one with the model answer underneath.

  1. 1

Why do socialists look to the state?

    Model answer

Socialists look to the state because it is the only body capable of redistributing wealth on a large scale, of owning and directing major industries, and of guaranteeing services to everyone, so it is treated as the instrument through which a community can act.

  2. 2

    What is nationalisation?

    Model answer

Nationalisation is the transfer of an industry into public ownership, so that it is run by a body accountable to government rather than by private shareholders, and is directed to public purposes rather than to profit.

  3. 3

Which industries did the Attlee government nationalise?

    Model answer

The Labour government elected in 1945 took coal, the railways, electricity, gas, iron and steel, road haulage and the Bank of England into public ownership, and created the National Health Service in 1948.

  4. 4

What arguments do socialists give for public ownership?

    Model answer

Socialists argue that natural monopolies should not be run for private profit, that public ownership allows planning for long term investment, that profits return to the community, and that workers in public industries can be treated better.

  5. 5

    What is economic planning?

    Model answer

Economic planning is the direction of investment, production and prices by public authority rather than by market signals, in order to achieve chosen objectives such as full employment, industrial development or regional balance.

  6. 6

What is the Marxist view of the state under capitalism?

    Model answer

Marx and Engels argued that the state in a capitalist society is not a neutral arbiter but a committee managing the common affairs of the owning class, so its laws, courts and police secure existing property relations.
