  1. 1

    What is a cross-community vote?

    Model answer

A cross-community vote is a vote in which support is required from both main designations rather than a simple majority of members.

  2. 2

    Define parallel consent.

    Model answer

Parallel consent requires a majority of those voting, including a majority of the nationalist members voting and a majority of the unionist members voting.

  3. 3

Define a weighted majority in the Assembly.

    Model answer

A weighted majority requires sixty per cent of members voting, including at least forty per cent of the nationalists voting and at least forty per cent of the unionists voting.

  4. 4

Name three matters that must be decided by cross-community vote.

    Model answer

The election of the Speaker, the adoption of the budget and changes to standing orders must all be decided by cross-community vote, as must any matter subject to a valid petition of concern.

  5. 5

What is a petition of concern?

    Model answer

A petition of concern is a device by which thirty MLAs can require that a measure be passed only on a cross-community vote, so that a bloc of sufficient size can block it.

  6. 6

Why was the petition of concern included in the Agreement?

    Model answer

The petition of concern was included as a safeguard so that neither community could have legislation imposed on it against its collective will, and it was expected to be used rarely and on matters of genuine communal concern.
