- 3 things to know
- A2 Unit 2

Questions from this subtopic
Each one with the model answer underneath.
- 1
Give two strengths of pluralism as a theory of power.
Model answer
Pluralism rests on observable evidence about who wins actual decisions, and it explains genuine policy shifts secured by campaigns with no wealth behind them. Pluralism also accounts for the variation in outcomes between different policy areas.
- 2
Give two weaknesses of pluralism.
Model answer
Pluralism underestimates the unequal resources groups bring to the contest and the structural advantage of business. Pluralism also studies only visible decisions, so it cannot detect power exercised by keeping issues off the agenda.
- 3
Give two strengths of the Marxist theory of power.
Model answer
Marxism explains why policy so often protects property and profit whichever party is in office, and it links economic, political and ideological power in a single account. Marxism also draws attention to inequality that other theories treat as outside politics.
- 4
Give two weaknesses of the Marxist theory of power.
Model answer
Marxism struggles to explain reforms won against the clear interests of capital, and its concepts of hegemony and relative autonomy can absorb any counter-evidence. The persistence of national, religious and gender conflict also challenges the primacy Marxism gives to class.
- 5
Give two strengths of elite theory.
Model answer
Elite theory is supported by consistent evidence about the narrow social recruitment of those holding top positions, and it explains the continuity of policy across changes of government. Elite theory also applies to democratic and undemocratic systems alike.
- 6
Give two weaknesses of elite theory.
Model answer
A shared background does not prove shared interests or coordinated action, and observable conflict among business, military and political leaders is frequent. Elite theory also tends to treat minority rule as inevitable, which makes it difficult to test against any evidence of change.
