Overview

What you need to know

How did Ireland try to remove the limit set by the Abbeylara judgment on committee inquiries?
Compare the role of the opposition in holding the executive to account.
Questions from this subtopic
Each one with the model answer underneath.
- 1
Compare how the head of government is questioned in each legislature.
Model answer
The Taoiseach faces Leaders' Questions from opposition leaders and a separate slot of Taoiseach's Questions. The Prime Minister faces Prime Minister's Questions for half an hour each Wednesday, taking questions from backbenchers as well as from the Leader of the Opposition.
- 2
Compare ministerial question time in the two systems.
Model answer
Ministers in both systems answer oral and written questions on the work of their departments, with time allocated by rota. Irish practice reserves priority questions for opposition spokespersons, while Westminster allows the Speaker to grant urgent questions forcing a minister to the chamber at short notice.
- 3
Compare the committee systems of the two legislatures.
Model answer
Both have permanent committees shadowing departments that question ministers and officials and publish reports. Westminster separates its investigative select committees from the public bill committees that amend legislation, while Irish committees do both jobs.
- 4
How are committee chairs chosen in each system?
Model answer
Commons select committee chairs have been elected by secret ballot of the whole House since 2010, which frees them from the whips. Irish committee chairs are allocated between the parties in proportion to their strength, so the Government's parties hold most of them.
- 5
Compare the two public accounts committees.
Model answer
Both examine departmental spending in public with the help of an independent auditor and are chaired by an opposition member. The Irish committee works with the Comptroller and Auditor General, and the Westminster committee with the National Audit Office.
- 6
What can Westminster committees do that Irish committees cannot?
Model answer
Commons committees can conduct inquiries that reach conclusions about the conduct of named individuals. Irish committees cannot, because the Supreme Court held in the Abbeylara case in 2002 that they have no inherent power to make findings of fact against the good name of a non-member.
