What is an agreement to differ, and when has one been used?
Questions from this subtopic
Each one with the model answer underneath.
- 1
State the convention of collective ministerial responsibility.
Model answer
Collective ministerial responsibility requires all members of the government to support government policy in public, whatever they argued in private, and to resign if they cannot.
- 2
Give the three elements of collective responsibility.
Model answer
The three elements are confidentiality of Cabinet discussion, public unanimity in defence of agreed policy, and the government's collective accountability to Parliament for its decisions.
- 3
Why is confidentiality essential to collective responsibility?
Model answer
Ministers can only argue freely in private if their disagreement stays private, so leaking the substance of Cabinet discussion destroys both the convention and the candour it protects.
- 4
What should a minister do who cannot publicly defend an agreed policy?
Model answer
A minister who cannot publicly defend an agreed policy is expected to resign from the government and is then free to criticise it from the backbenches.
- 5
Give an example of a resignation on a point of collective responsibility.
Model answer
Robin Cook resigned as Leader of the House of Commons in March 2003 because he could not support military action in Iraq, and set out his reasons in a resignation speech to the Commons.
- 6
What is an agreement to differ, and when has one been used?
Model answer
An agreement to differ is a temporary suspension of collective responsibility allowing ministers to campaign on opposing sides. Collective responsibility was suspended for the referendums on European membership in 1975 and 2016.
