Questions from this subtopic
Each one with the model answer underneath.
- 1
What is collective ministerial responsibility?
Model answer
Collective responsibility means that the Government decides as one body and every member is bound to support the decision in public or leave office. The rule is stated in the Constitution rather than left to convention.
- 2
What is individual ministerial responsibility?
Model answer
Individual ministerial responsibility means that a minister answers to the Dáil for the policy and conduct of the department. In its strongest form the doctrine implies resignation for a serious departmental failure.
- 3
How strong is the resignation convention in Irish practice?
Model answer
Ministers in Ireland rarely resign because a department has failed, and are far more likely to leave over personal conduct or a loss of political support. Critics argue that accountability has come to mean explaining rather than answering.
- 4
Name three parliamentary mechanisms that hold ministers to account.
Model answer
Ministers are held to account through parliamentary questions, appearances before Oireachtas committees, and Dáil debates including motions of no confidence.
- 5
How does freedom of information legislation strengthen accountability?
Model answer
Freedom of information law, introduced in 1997 and extended in 2014, gives the public a right of access to records held by public bodies. Access allows journalists and opposition politicians to test a minister's account against departmental documents.
- 6
What does the Ombudsman do?
Model answer
The Ombudsman investigates complaints from members of the public about the administrative actions of departments and public bodies and recommends redress. The office is independent and reports to the Oireachtas rather than to a minister.
