What is the Programme for Government?
Questions from this subtopic
Each one with the model answer underneath.
- 1
What is the Programme for Government?
Model answer
The Programme for Government is the Executive's agreed statement of its priorities and commitments for the mandate, prepared by the joint office and approved by the Assembly.
- 2
Why has agreeing a Programme for Government proved so difficult?
Model answer
Parties take office by entitlement rather than by negotiating a shared programme, so priorities have to be agreed after the government has already been formed, between parties that fought the election against each other.
- 3
What approach did the Executive adopt in its draft programme after 2016?
Model answer
The Executive moved to an outcomes-based framework, setting shared societal outcomes with indicators rather than listing departmental commitments, so that departments would be judged on results achieved together.
- 4
Where does the Executive get most of its money?
Model answer
Most of the Executive's money comes as a block grant from the United Kingdom government, adjusted by the Barnett formula when spending changes in England.
- 5
What revenue-raising powers does the Executive itself hold?
Model answer
The Executive sets the regional rate and a small number of charges, but has no general power to set income tax or most other taxes.
- 6
Why is the regional rate politically difficult to raise?
Model answer
Raising the regional rate is the Executive's most visible tax decision and falls directly on households and businesses, so parties in a compulsory coalition are reluctant to agree to it.
