  1. 1

What is the d'Hondt formula used for in Northern Ireland?

    Model answer

The d'Hondt formula is used to allocate ministerial departments, and committee chairs and deputy chairs, to parties in proportion to their strength in the Assembly.

  2. 2

Explain how the d'Hondt calculation works.

    Model answer

Each party's number of Assembly seats is divided by the number of ministries it already holds plus one, and the party with the highest resulting figure picks next, the process repeating until all posts are filled.

  3. 3

Who makes the choice of department for a party under d'Hondt?

    Model answer

The party's nominating officer selects both the department and the person who will hold it when the party's turn arrives.

  4. 4

Why does the order of picks matter so much to parties?

    Model answer

Departments differ enormously in budget, visibility and political sensitivity, so the largest party can take the department that best suits its priorities while later picks are left with what remains.

  5. 5

Which department has by far the largest budget?

    Model answer

Health has by far the largest departmental budget, which makes it both the most valuable and the most politically exposed department to hold.

  6. 6

What happens if a party entitled to a ministry declines to take it?

    Model answer

The entitlement passes on to the next party in the d'Hondt sequence, and a party that declines its entitlement may instead qualify for official opposition status.
