Cabinet government and the executive process
- 3 things to know
- A2 Unit 1
Overview
Executive process, cabinet committees and council of State.
What you need to know
Answer each one before you reveal it.
Why is the doctrine that a minister answers for everything a department does hard to sustain?
What is the Council of State?
Questions from this subtopic
Each one with the model answer underneath.
- 1
What is the executive process?
Model answer
The executive process is the way policy is proposed, agreed and carried out: departments prepare proposals, the Government decides collectively, and the civil service and state agencies implement the decisions.
- 2
How does a proposal reach a Government decision?
Model answer
A minister brings a memorandum for Government prepared in the department, circulated in advance to other departments for their observations. The Government then discusses the memorandum and reaches a decision that binds all its members.
- 3
Who records the decisions of the Government?
Model answer
The Secretary General to the Government records the decisions and communicates them to departments. Minutes record decisions rather than the discussion that produced them.
- 4
What are Cabinet committees, and why are they used?
Model answer
Cabinet committees are smaller groups of ministers and officials that work through a policy area such as the economy, health or housing before it reaches the full Government. Committees allow detailed work that fifteen ministers around one table could not do, but they concentrate influence in fewer hands.
- 5
How is a Government department legally organised?
Model answer
Each department is headed by a minister in whom the department's statutory powers are vested, under legislation dating from 1924. The minister is legally the department for most purposes, and officials act in the minister's name.
- 6
What did the Public Service Management Act of 1997 change?
Model answer
The Act gave Secretaries General statutory responsibility for the management of their departments, including staffing and delivery. The aim was to separate the minister's responsibility for policy from the civil servant's responsibility for administration.
