Questions from this subtopic
Each one with the model answer underneath.
- 1
What is meant by representation in a legislature?
Model answer
Representation means that members stand and act for others, whether by reflecting their views, defending their interests or resembling them in background. A representative body is judged by how well it does all three.
- 2
What is brokerage, and why is it so prominent in Irish politics?
Model answer
Brokerage is a TD acting as an intermediary between constituents and the State over grants, housing, welfare and planning. Multi-seat constituencies force candidates to build a personal following, so brokerage is one of the main ways a seat is held.
- 3
Explain why the single transferable vote intensifies the constituency role of a TD.
Model answer
A TD's most dangerous rivals are often running for the same party in the same constituency. Party label alone will not distinguish them, so each competes on personal service to constituents.
- 4
Distinguish the trustee and delegate models of representation.
Model answer
A trustee exercises independent judgement on behalf of constituents, while a delegate follows the instructions of those who elected them. Most TDs in practice act as neither, because the party whip decides how they vote.
- 5
What role does the programme for Government play in representation?
Model answer
The programme for Government is the negotiated policy agenda published when a coalition forms, and governing parties treat it as their mandate. Voters do not see the programme before they vote, so it is agreed after the election rather than endorsed at it.
- 6
What is descriptive representation?
Model answer
Descriptive representation is the extent to which a legislature mirrors the composition of the population in characteristics such as gender, age, class and ethnicity.
