- 3 things to know
- A2 Unit 1
Overview
Revising role of the Seanad and seanad Public Consultation Committee.
What you need to know
Answer each one before you reveal it.
Give the arguments put forward for abolishing the Seanad.
Why does the Heneghan judgment make some Seanad reform unavoidable?
Questions from this subtopic
Each one with the model answer underneath.
- 1
Summarise the formal power of Seanad Éireann over legislation.
Model answer
The Seanad can debate, amend and delay bills but cannot ultimately block them. Its delaying power is 90 days on an ordinary bill and 21 days of recommendations on a money bill.
- 2
Can Seanad Éireann remove a Government?
Model answer
Seanad Éireann has no power over the life of a Government. Only Dáil Éireann nominates a Taoiseach and only Dáil Éireann can withdraw confidence.
- 3
Why does the Government rarely lose a vote in the Seanad?
Model answer
The Taoiseach nominates eleven of the sixty senators, and the panel electorate is dominated by the parties that have just won the Dáil election. A Government therefore normally commands a Seanad majority from the start.
- 4
What is the revising role of the Seanad?
Model answer
The Seanad takes a second look at bills that have already passed the Dáil and proposes technical and drafting amendments. Ministers frequently bring their own amendments in the Seanad to correct problems noticed after the Dáil stages.
- 5
What contribution do the university senators make?
Model answer
University senators are elected independently of the party machines and have often used the freedom to raise unpopular causes and minority rights well before the parties would touch them.
- 6
What is the Seanad Public Consultation Committee?
Model answer
The Seanad Public Consultation Committee invites the public and interest groups to make submissions on a chosen issue and then reports to the House, giving the Seanad a role in opening policy debate that the Dáil does not perform.
