Questions from this subtopic

Each one with the model answer underneath.

  1. 1

Where do most bills before the Assembly come from?

    Model answer

The great majority of bills are Executive bills brought forward by ministers on behalf of their departments.

  2. 2

What approval must a minister obtain before introducing a bill?

    Model answer

A minister must obtain the Executive's agreement to the policy and to the introduction of the bill, since legislation is by definition significant business for the Executive as a whole.

  3. 3

    What is the legislative programme?

    Model answer

The legislative programme is the list of bills the Executive agrees to bring forward in a session, which determines which departments get Assembly time.

  4. 4

How can a single party inside the Executive block a bill it dislikes?

    Model answer

A party with three ministers can require a cross-community vote in the Executive on whether to proceed, so a bill can be stopped before it is ever introduced in the Assembly.

  5. 5

Give an example of major legislation blocked or delayed by disagreement between Executive parties.

    Model answer

Welfare reform legislation was blocked for years by disagreement between the DUP and Sinn Féin, and was only resolved when the parties agreed at A Fresh Start in 2015 to let Westminster legislate on the Executive's behalf.

  6. 6

How does the Executive control subordinate legislation?

    Model answer

Departments make statutory rules under powers granted by Assembly Acts, and these are usually subject only to confirmation or annulment by the Assembly rather than to full legislative scrutiny.
