  1. 1

What system did the 1944 Education Act create?

    Model answer

The 1944 Education Act created a tripartite system of grammar, secondary modern and technical schools in England and Wales. Allocation was decided by an examination taken at eleven.

  2. 2

Give two criticisms of the tripartite system.

    Model answer

The eleven-plus tested a narrow range of ability at a single sitting and could not be retaken. Middle-class children took a disproportionate share of grammar places, and very few technical schools were ever built.

  3. 3

What did Circular 10/65 ask local authorities to do?

    Model answer

Circular 10/65 asked local education authorities in England and Wales to submit plans for comprehensive reorganisation in 1965. Selection at eleven was to be replaced by a single neighbourhood school.

  4. 4

Give one argument for and one against comprehensive schooling.

    Model answer

Supporters argue that comprehensives removed a damaging early judgement and mixed the social classes. Critics reply that catchment areas import residential segregation, so a comprehensive in an affluent area is socially selective in practice.

  5. 5

What was the significance of the Ruskin College speech of 1976?

    Model answer

The Prime Minister used a speech at Ruskin College in 1976 to question whether schools were meeting the needs of the economy. The Great Debate that followed opened the curriculum to political direction.

  6. 6

What did the Education Reform Act of 1988 introduce to the curriculum?

    Model answer

The 1988 Education Reform Act imposed a National Curriculum with national testing at set ages in England and Wales. Central government took control of curriculum content for the first time.
