- 3 things to know
- Component 3 Section B

How are the international financial institutions governed, and why is that contested?
Questions from this subtopic
Each one with the model answer underneath.
- 1
What is a non-governmental organisation?
Model answer
A non-governmental organisation is a body independent of government that pursues a public purpose without distributing profit. In development it may deliver services, fund projects, campaign, or support organisations in the countries where it works.
- 2
What is the difference between a northern and a southern non-governmental organisation?
Model answer
Northern organisations are based in richer countries and raise funds there, while southern organisations are based in the countries where the work occurs. Much debate concerns whether the first should deliver programmes or fund the second to do so.
- 3
What advantages are claimed for non-governmental organisations in development?
Model answer
Non-governmental organisations can work where governments are weak or distrusted. Such organisations reach communities directly and respond quickly in emergencies. Small scale allows them to draw on local knowledge. Campaigning organisations also hold governments and corporations publicly to account.
- 4
What criticisms are made of non-governmental organisations?
Model answer
Critics argue that non-governmental organisations answer to donors rather than to the people they serve. Such organisations can draw skilled staff away from public services. Provision by an organisation may substitute for state provision rather than strengthening it, and a project ends when its funding does.
- 5
What is meant by the accountability problem for non-governmental organisations?
Model answer
Accountability runs upward to funders who can withdraw money, but there is no equivalent mechanism for the intended beneficiaries, who cannot vote out an organisation or withhold its income. Critics argue this shapes what gets done.
- 6
What is meant by sustainability in a development project?
Model answer
Sustainability is whether the benefit continues once external funding and staff withdraw. A well is sustainable only if there is local capacity, spare parts and money to maintain it, which is a common point of failure in project-based aid.
