- 3 things to know
- A2 3
Overview
Bengoa Report and difference between confidentiality and data protection.
What you need to know
Answer each one before you reveal it.
What does the Data Protection Act require of a health and social care organisation?
Why must a care worker know which legislation applies to their setting?
Questions from this subtopic
Each one with the model answer underneath.
- 1
What did the Health and Personal Social Services (Northern Ireland) Order 1972 do?
Model answer
The Order integrated health services and personal social services into a single structure in Northern Ireland, which is why one organisation is responsible for both hospital care and social work there, unlike in the rest of the United Kingdom.
- 2
Why does the integration of health and social care matter for a service user?
Model answer
A single organisation plans and funds both the medical and the social side of a person's care, so a hospital discharge, a package of home care and a social work assessment are arranged within one structure rather than negotiated between separate bodies.
- 3
What did the Health and Social Care (Reform) Act (Northern Ireland) 2009 do?
Model answer
The Act restructured the system, establishing the Health and Social Care Board to commission services, the Public Health Agency to lead health improvement and protection, and the Patient and Client Council to represent the interests of service users.
- 4
How are health and social care services organised in Northern Ireland?
Model answer
The Department of Health sets policy and allocates funding; five Health and Social Care Trusts, together with the Northern Ireland Ambulance Service Trust, deliver services; the Public Health Agency leads health improvement; and the Regulation and Quality Improvement Authority inspects.
- 5
What happened to the Health and Social Care Board?
Model answer
The Health and Social Care Board established in 2009 was closed on the thirty-first of March 2022 and its commissioning functions transferred to the Department of Health, as part of a move to reduce the number of separate bodies.
- 6
What was the Bengoa Report?
Model answer
Systems, Not Structures: Changing Health and Social Care, published in 2016 by an expert panel chaired by Professor Rafael Bengoa, reviewed how services in Northern Ireland were delivered and argued that reform had to change how care is provided rather than simply reorganise the bodies providing it.
