Questions from this subtopic

Each one with the model answer underneath.

  1. 1

What is meant by the welfare state?

    Model answer

The welfare state is the arrangement by which government takes responsibility for the basic welfare of its citizens, providing health care, education, housing, and income when a person cannot work, funded collectively through taxation and national insurance.

  2. 2

What conditions before the Second World War led to the welfare state?

    Model answer

Widespread poverty, unemployment during the depression of the 1930s, poor housing and the ill health revealed by the physical condition of conscripts convinced many that charity, the Poor Law and private insurance could not meet the country's needs.

  3. 3

    What was the Beveridge Report?

    Model answer

The Beveridge Report, published in 1942, proposed a comprehensive scheme of social insurance covering every citizen from cradle to grave, funded by flat rate contributions, and it became the blueprint for the post-war welfare state.

  4. 4

Name the five giants identified in the Beveridge Report.

    Model answer

Beveridge named Want, Disease, Ignorance, Squalor and Idleness as the five giants standing in the way of reconstruction.

  5. 5

Which service was created to address each of Beveridge's five giants?

    Model answer

Want was met by social security and national insurance, Disease by a national health service, Ignorance by free secondary education, Squalor by public housing programmes, and Idleness by a government commitment to full employment.

  6. 6

When was the National Health Service established, and on what principle?

    Model answer

The National Health Service began in 1948 on the principle that health care should be available to everyone according to need rather than ability to pay, free at the point of use and funded from general taxation.
