  1. 1

When and why was the Council of Europe founded?

    Model answer

The Council of Europe was founded in 1949 to defend democracy, the rule of law and human rights. The atrocities of the Second World War drove the project forward.

  2. 2

When was the European Convention on Human Rights signed, and when did it take effect?

    Model answer

The European Convention on Human Rights was signed in Rome on 4 November 1950. The Convention entered into force on 3 September 1953.

  3. 3

What part did the United Kingdom play in drafting the Convention?

    Model answer

British lawyers, among them Sir David Maxwell Fyfe, took a leading part in drafting the Convention. The United Kingdom was the first state to ratify the Convention, in March 1951.

  4. 4

Which earlier international document shaped the content of the Convention?

    Model answer

The Universal Declaration of Human Rights of 1948 supplied the model for the Convention's list of rights. The Convention converted those aspirations into binding obligations backed by a court.

  5. 5

How does the Council of Europe differ from the European Union?

    Model answer

The Council of Europe is a separate organisation devoted to human rights, democracy and the rule of law. The European Union is a smaller economic and political union with its own court in Luxembourg.

  6. 6

When did the United Kingdom accept the right of individual petition?

    Model answer

The United Kingdom accepted the right of individual petition to Strasbourg in 1966. Individuals could then complain directly rather than depending on another state to act for them.
