Model answer
The Commission has fifteen commissioners drawn from the judiciary, the professions and the lay public. A lay commissioner chairs the Commission.
- 5
On what basis must the Commission select candidates?

The Commission must select solely on merit and must be satisfied of a candidate's good character. Selection follows application, testing, references and interview.
- 6
What duty does the Commission owe to diversity?
Model answer
The Commission must encourage a wider range of applicants for judicial office. Encouragement of diversity cannot override the requirement to select on merit.
