  5. 5

How did Elizabeth manage faction at court?

    Model answer

She balanced rivals such as Burghley and her favourite Robert Dudley, Earl of Leicester, distributed patronage so that no group monopolised it, and kept the final decision to herself, which preserved her freedom of action for most of the reign.

  6. 6

Why did the management of faction break down in the 1590s?

    Model answer

The deaths of Leicester, Walsingham and Burghley removed the men who had balanced one another, and the struggle between the Earl of Essex and Robert Cecil over patronage became a contest that only one side could win.
