Questions from this subtopic

Each one with the model answer underneath.

  1. 1

What terms did Parliament offer Charles in the Newcastle Propositions, and how did he respond?

    Model answer

The propositions of 1646 required him to accept a Presbyterian church settlement, surrender control of the militia for twenty years and allow the punishment of leading Royalists; he neither accepted nor refused, counting on the split between Presbyterians, who wanted one compulsory national church, and Independents, who wanted liberty of conscience.

  2. 2

What part did the Scots play in 1646 and 1647?

    Model answer

Charles surrendered to their army in 1646, but when he would not take the Covenant they handed him to the English Parliament in January 1647 in return for the arrears owed to them, agreed at £400,000.

  3. 3

What grievances united the army in 1647?

    Model answer

Massive arrears of pay, the refusal of an indemnity for acts done in the war, and Parliament's plan to disband the army or ship it to Ireland; the soldiers elected agitators, refused to disband, and in June sent Cornet Joyce to take the King out of Parliament's hands at Holdenby House.

  4. 4

How did the Heads of the Proposals differ from Parliament's terms?

    Model answer

Drafted by Ireton in 1647, they offered Charles more generous conditions: biennial parliaments, redistribution of seats, control of the militia for ten years only, and bishops retained but without coercive power, with liberty of conscience for others.

  5. 5

Who were the Levellers and what did they want?

    Model answer

A radical movement led by Lilburne, Overton and Walwyn whose Agreement of the People proposed a written constitution founded on the sovereignty of the people, with a wide franchise, regular parliaments, equality before the law and liberty of conscience.

  6. 6

What was argued at the Putney Debates?

    Model answer

In the Army Council in October 1647 Rainsborough argued that the poorest man had a life to live and so a right to consent to the government, while Ireton insisted that only those with a permanent stake in land or trade could safely vote; Cromwell and Ireton then closed the debates, crushed the mutiny at Ware and later broke the Leveller risings of 1649.
